Mr Mundine, who replaces Dr Bulent Hass Dellal, will start his five-year, part-time role immediately.
Communications Minister Paul Fletcher said Mr Mundine would bring four decades of experience in roles across government, business and the community sector.
He is chairman of the Australian Indigenous Education Foundation and has served as chairman and director of the NASIDA Dance College and Foundation.
