Salvation Army Commanding Officer Brendan Nottle is among four nominees shortlisted for the 2020 award to be announced next Wednesday in Melbourne.
He runs a team of 1000 volunteers to give practical support to people who are homeless, or suffering from mental health issues, addiction or social poverty.
Award-winning journalist Adele Ferguson, AFL champion and MND awareness advocate Neale Daniher and musician Archie Roach have also been shortlisted to become Victoria's pick for Australian of the Year.
The winner of the Victorian Australian of the Year goes on to the represent the state at a national level in January.
Nominees have also been finalised in the senior, young and local hero categories of the Victorian awards.
"The 2020 Victorian nominees are people who are making a positive impact in society and inspiring others," National Australia Day Council chief executive Karlie Brand said.
The winners will be named in Melbourne on October 23, and will join other state and territory finalists at the national awards in Canberra on January 25.
